moving perpetual license to new server (no service plan)

hey there,
our old service provider closed down so we by necessity had to move our logi installs. we cloned some servers which seemed to work to move some perpetual licenses to a new provider, but for some others we've had to choose a different provider where we couldn't just clone the old server.
on these new servers we cannot just copy across the key as it says the assignment key and license key do not match, and suggest obtaining a new one.
clicking on support -> license manager says we have no licenses, and we do not have a support plan.
so is there any way to get a license working on a new server?
