Populate Input Select List Based on Other Input Select Lists

I have three Input Select Lists and all three have a SQL Data Layer. I would like to populate the 3rd Input Select List based on the first two Input Select List selections.

In other words I am trying to populate the 3rd list using the @ Request tokens from the first two in the Data Layer.

I have tried using Event Handlers with the Action.RefreshElement to refresh the 3rd Input Select List, but cannot get it to work. Please let me know if I am on the right track or need to go about it in a different manner.

I ended up placing the onclick event handler on the second Input Select List that updated the third Input Select List right below it.
